Business Meeting Minutes
January 12, 1999

 

THEHRA President Rand Horsman called the meeting to order.

New THEHRA members were presented with THEHRA lapel pins.

Horsman called for approval of minutes. The minutes were approved.

Horsman called for reports:

Treasurer’s Report - Greg Richmond

Announcements - Horsman provided the following information:

SB 645 - The task force has completed its work and has formalized its recommendations to the legislature. Their recommendations included two items of interest to THEHRA members.

  1. The Texas State Auditor’s Office Human Resource Management Website was established as a result of the task force’s review. This site has much information that is beneficial to human resource practitioners. The site’s address is http://www.hr.state.tx.us/
  2. The task force recommended the creation of a HR Information Coordination Committee. The THEHRA President or designee will participate. This is THEHRA’s opportunity to participate in a statewide effort to facilitate excellence in the management and development of the state’s human resources.

Horsman also announced that many changes to Article IX have been proposed by the State Auditor’s Office. These anticipated changes can be found on the SAO’s web site. THEHRA members were encouraged to review the material and make comments concerning same.

Legislative report - Horsman

Furnished copies of proposed SB 645 and announced changes recommended by SAO for Article IX were available on the SAO web site. He also announced that information about the proposed legislation is on the Texas Legislature Online web site http://www.capitol.state.tx.us

Resolutions - James A. Ocker

Presented resolution thanking the THEHRA group and the Renaissance Hotel for a successful meeting.

Membership - Rand Horsman called for changes to the membership list.

Historian - John McBride

Thanked President and Past President for sending in pictures to include in the THEHRA five year history publication.

Old Business - Rand Horsman

Announced THEHRA website would be available soon.

New Business - Rand Horsman

A change to the THEHRA Constitution was approved which provided

clarification for active membership and eligibility to serve as officers.

The following changes were approved:

Membership/Voting

Section 1. Active Membership: Those persons designated by the institution

shall be known as institutional member representatives, and only

practitioners charged with professional level personnel responsibilities of

the institution shall be so designated.

Officers

Section 1. Offices of the organization may be held by any active

institutional member representative.

Nominations - David Fry

Jo Ann Russell, Director of HR for Lamar University was nominated and selected to serve as THEHRA President Elect.

Research Committee - Horsman

Asked membership for projects of interest for the Research Committee and the following was suggested.

*Review of changes to MEA and assistance with MEA calculation.

*Conduct an HR Staffing Survey.

Rand thanked the executive committee, Ms. Nelda Sivernell, and his staff, for all the help with the conference. Debra Cortinas - HR Director Texas A & M - Corpus Christi was thanked for her work on the program and the THEHRA gavel was turned over to Debra as the next THEHRA President.

On behalf of THEHRA, Debra Cortinas thanked Rand Horsman for his leadership and accomplishments as THEHRA President.

It was announced that the summer conference will be held in Galveston.
