
In his role as Vice President for Finance and Chief Financial Officer, Michael is responsible for all aspects of fiscal operations for the UNT Health Science Center, including budget and financial planning, investments and accounting and financial reporting. In addition, he is accountable for all financial matters including but not limited to academics, research, the clinical practice plan, contracting, and any financial matters related to the University of North Texas Health Science Center. Michael assures that the budgeting process and all financial reporting mechanisms are timely, accurate, and in compliance with all health science center policies and procedures and all appropriate State and Federal guidelines. He provides confidential and expert guidance and counsel to the president related to all areas of responsibility and assures that the organization is on a path that will achieve the goals outlined in the institution’s Strategic Plan. He possesses strong, practical knowledge of State of Texas fiscal policies and procedures and is responsible for multi-fund budgets of $220 million. Michael is responsible for representing the UNT Health Science Center and maintaining cooperative working relationships with the Texas Legislative Budget Board, Governor’s Office of Budget and Planning, the Senate Finance Committee, House Appropriations Committee, Conference Committee and the Texas Higher Education Coordinating Board, as well as, continues to serve on the THECB Health Related Institution Formula Advisory Committee. Michael collaborates with the associate vice chancellor for governmental affairs to ensure UNTHSC missions and objectives receive legislative attention. In addition, Michael is involved in campus planning, expansion and funding of capital projects for the health science center. Under his direction, the finance division maintains and delivers a high standard of service to all faculty, staff and students of UNTHSC. Michael began his service to the institution in 2006 as Budget Director. Prior to joining the Health Science Center, he worked for the Texas Legislative Budget Board to shape funding for Texas institutions of higher education. In his role with the LBB, Michael also worked with the Senate Finance Committee, House Appropriations Committee and Conference Committee to recommend funding based on medical school enrollments and other revenue drivers for health-related institutions. Michael earned his Bachelor of Business Administration from Sam Houston State University in Huntsville, Texas, and he holds an MBA from the Neeley School of Business at Texas Christian University.
