Here are combined comments from two program officers from NHLBI.
The supplements are still in flux at the moment. Two weeks ago there were to be both administrative (within scope) and competitive (expanded scope) types but the current rumor is there will only be administrative supplements (but you cannot quote me on this).
The RFA for the supplements is supposed to appear on the NIH web page soon and it will explain what will and what will not be allowed.
There will be NO NEW 2-year R01's funded. The ARRA requires that the money be committed by the end of FY 2009 (September 30). So only R01's already in the pipeline will be eligible for funding consideration.
The RFA for the Challenge Grants has been published on the NIH web page. The Challenge grants are very focused and an application must clearly address the topic or it will not be considered further. You can go through the list and see if you have a proposal that comes close to one of the topics in the list.
As of now, we do not anticipate additional money to be added to Challenge grants because there is no idea how many applications will be received.
Below (in italics) are the responses from the NCCAM program officer who handles our ORC grants. Basically, it is still too early to have the final answers on most of our questions; hopefully, we should know more by next week (week of March 23) on the supplemental grants.
- Will both administrative and competitive supplements be available through NCCAM, and if so what can you tell me about the likely mechanism, timing, etc.?
It is my expectation that both administrative and competitive supplements will be available through NCCAM.
- If competitive supplements are solicited, will those that relate closely to NCCAM Challenge topics be preferable?
Don’t yet know.
- Do you anticipate that NCCAM will add funds to the $200M allotted from the Office of the Director to fund the Challenge grants?
Don’t know.
- Will NCCAM be calling for new 2 year grants, and if so what is the expected timeframe, and will these be R21s, two-year R01s, and/or other mechanisms?

NIAID is not participating in Competitive supplements.
- Re Challenge grants, they are waiting to see what comes in to determine if they will add more funds to the pot.
- General comment: for any grant, addition of personnel should be an IDed individual, and not a TBD
Link on NIAMS website answers many of the questions http://www.niams.nih.gov/Recovery/directors_letter.asp In short, they are funding 2yr projects as RC1 grants, and will solicit higher scoring R01 applicants with option for 2 yr funding as well. NIAMS is not creating its own RFAs and there are additional announcements from NIH that have NIAMS focus areas within these solicitations. Will have supplements for current awards. Not offering new investigator specific funding. Have not received response from program director regarding Q 4 and Mechanism for supplements.
Also at this point, NIJ does have an announcement out fro Proposals under recovery act funding t http://www.ovc.gov/fund/dakit.htm#FY2009tta. There is some material that may be of interest to med school and Public health. The timeline is tight…Proposals due March 26. $50-500K 2 year funding.
