Steve R. Russell, Executive Vice President for Finance and Administration at
the University of North Texas Health Science Center, began his service to the
institution in 1980 as college business manager. In his role as executive vice
president, Steve is responsible for overseeing the budgeting and reporting of
all state appropriated and other institutional funds. Steve collaborates with
the president and deans to ensure funding allocations support the institution’s
mission. He is experienced in both cash and accrual accounting systems general
and restricted fund management. He possesses strong, practical knowledge of
State of Texas fiscal policies and procedures and has been responsible for
multi-fund budgets up to $177 million. Experience includes all aspects of
financial forecasting, allocation, fund management, accounting and control.
Planned and implemented policies and procedures for multi-fund budget
development, cost containment, grants and contract accounting and expenditure
control.
Steve maintains positive relationships with state and local
legislators for support of the mission of UNTHSC. He possesses practical and
effective knowledge of the State of Texas legislative process. He is responsible
for representing the UNT Health Science Center at the Legislative Budget Board,
Governors Budget Office, the Coordinating Board and other intergovernmental
committees as needed. Steve collaborates with the associate vice chancellor for
governmental affairs to ensure UNTHSC missions and objectives receive
legislative attention.
In addition, Steve is involved in campus planning, expansion and funding of capital projects for the health science center. Under his direction, the Finance and Administration divisions maintain and deliver a high standard of service to all faculty, staff and students of UNTHSC.
